Bond Connect provides an institutional route into mainland China’s bond market through Hong Kong’s trading and settlement infrastructure. For overseas investors, the relevant channel is Northbound Bond Connect, which connects them to the China Interbank Bond Market, or CIBM. It is not a retail account that anyone can open: access follows the People’s Bank of China’s institutional admission framework, with no Northbound investment quota under the PBoC and HKMA joint announcement establishing Bond Connect.
The practical question is therefore not just whether an investor wants Chinese bonds. It is whether the investing entity qualifies, which accounts require registration, and whether its custodian, trading platform and dealers can support the proposed portfolio.
Northbound and Southbound Bond Connect Are Different Routes
The direction describes where the investment goes, rather than the investor’s nationality. An overseas institution buying mainland bonds needs to assess Northbound admission. A mainland institution buying offshore bonds faces a different framework.
| Route | Investment direction | Eligibility question |
|---|---|---|
| Northbound Bond Connect | Overseas institutions investing in mainland China’s interbank bond market | Does the institution or managed product satisfy the overseas institutional investor requirements? |
| Southbound Bond Connect | Eligible mainland institutions investing in offshore bonds through Hong Kong | Does the institution fall within the permitted mainland investor categories and meet the applicable access requirements? |
Southbound eligibility should not be assessed using an old description that covers banks alone. In July 2025, the investor scope expanded to include securities firms, fund companies, insurance companies and wealth management companies. The HKMA’s review of 2025 bond market developments records that expansion. Membership of a named category should still be treated as the starting point for an eligibility review, not automatic trading permission.
Who Is Eligible for Northbound Bond Connect?
The main overseas institutional categories include commercial banks, insurers, securities companies, fund managers and other asset managers. Investment products lawfully issued by those institutions can also fall within the framework, alongside recognized longer term institutions such as pension, charity and endowment funds.
The admission conditions go beyond an institution’s name. They address lawful establishment, governance and internal controls, legitimate funding, and the ability to identify and bear bond investment risks. The framework also includes a condition concerning major regulatory penalties for unlawful or noncompliant bond investment activity during the preceding three years. These requirements appear in PBoC Announcement No. 3 of 2016 on overseas institutional access.
A useful eligibility assessment separates three questions: who makes investment decisions, whose assets are invested, and which legal entity or product will hold the account. A recognizable asset manager name does not resolve all three.
For example, a manager proposing to invest for a pension mandate should identify the manager, the client and the mandate structure before preparing its application. Treating them as interchangeable creates avoidable uncertainty over account ownership and supporting documents.
Can Individual Investors Use Bond Connect?
Northbound Bond Connect is an institutional scheme, not a direct retail route. Personal wealth, professional investor status elsewhere, or an existing Hong Kong securities account should not be treated as proof of eligibility under the institutional admission criteria above.
An individual considering a bond fund faces a different decision: whether the fund is available in their jurisdiction and suitable for their portfolio. Owning units in a fund is not the same as obtaining a Bond Connect registration or choosing the fund’s underlying bonds.
For that route, assess the investment vehicle rather than the institutional onboarding process. The guide to China bond funds, duration, credit quality and currency exposure covers the portfolio questions that matter more to a fund investor.
How the Northbound Application Process Works
The operational sequence combines custody, electronic trading access and market admission. The official Northbound Bond Connect onboarding guidance sets out the following stages:
- Arrange custody. Approach a global or local custodian for the relevant Central Moneymarkets Unit, or CMU, account numbers.
- Choose trading access. Contract with a recognized electronic access platform.
- Submit the application. Provide the required forms through Bond Connect Company Limited’s E-Filing system.
- Complete filing and account mapping. BCCL reviews the documents and submits the application through CFETS to the PBoC. Following successful filing, the trading account is mapped to the custody and platform arrangements.
- Establish dealer relationships. Complete counterparty setup with an onshore dealer before trading.
BCCL supports admission and document preparation; it is not the investor’s portfolio manager. CFETS, the China Foreign Exchange Trade System, performs the mainland trading infrastructure role.
For project planning, assign an owner to each workstream. Compliance should resolve eligibility and entity documentation. Operations should confirm account identifiers and settlement instructions. The dealing team should check platform access and dealer readiness.
Do not set a first trade date solely around the expected filing date. Ask each service provider what remains after filing: account activation, document acceptance, permissions, cash arrangements and operational checks. A filing notice and a functioning trade workflow are different milestones.
A sensible readiness test is to trace one proposed purchase from the investment order through execution, cash funding, settlement and position reporting. Any unanswered handoff deserves attention before money is committed.
Entity Filing, Fund Accounts and Managed Mandates
Document requirements depend on the applicant structure. The admission handbook distinguishes first time entity filing from trading account opening for funds, products and mandates. It also identifies additional mandate documentation and a separate filing package for official institutions such as foreign central banks and sovereign wealth funds.
The September 2025 Bond Connect admission handbook provides a detailed illustration of those distinctions, including bilingual application preparation, registration documents and account information. Use the current E-Filing requirements for an actual submission rather than treating an archived handbook as a permanent form checklist.
Prepare a consistent identity record before completing forms: legal names, registration details, licensing information, ownership, authorized signatories and the proposed investment structure. Reconcile that record with the names held by the custodian and trading platform.
For a manager running several portfolios, create an account map showing which entity manages each portfolio, who owns the assets and which custody identifier belongs to it. This is a practical control against submitting one fund’s details under another fund’s account. Similar names are not a substitute for matching identifiers.
What Can Investors Trade, and How Are Bonds Held?
Northbound access covers cash bonds in CIBM, including Chinese government bonds, local government bonds, policy financial bonds and credit instruments. The latter include financial and corporate debt, negotiable certificates of deposit and asset backed securities.
Trading uses recognized international access platforms connected to CFETS. The published mechanism names Tradeweb, Bloomberg and MarketAxess, with investors requesting quotations from enabled onshore market makers rather than trading through a conventional stock exchange order book.
Custody follows a tiered structure. CMU holds omnibus accounts at the mainland depositories, while overseas investors access subaccounts through their custody arrangements. Settlement uses delivery versus payment. These product, trading and custody arrangements are set out in the Bond Connect trading and settlement mechanism.
For due diligence, ask how the custody chain identifies your portfolio’s holdings, delivers statements and processes interest and principal payments. Also ask who handles reconciliation breaks, disputed entries and missed instructions. Delivery versus payment addresses the exchange of securities and cash; it is not a substitute for controls over the instructions themselves.
Bond Connect Versus CIBM Direct
Bond Connect should be compared with other institutional access arrangements, not assumed to be the only route. Under the settlement agency approach commonly associated with CIBM Direct, the mainland operational framework provides for a settlement agent to submit networking or account opening applications to CFETS and the relevant mainland depositories. The CFETS operational guide for overseas institutional account opening describes that agency process.
Compare the routes against the institution’s actual operating model. Start with its existing custody relationships, expected trading frequency, reporting needs and staffing. Then ask providers to explain which tasks they perform and which remain with the investor.
For a hypothetical overseas pension manager adding a modest allocation, reusing an established custody workflow may be a strong consideration. A manager building a larger mainland operation may place more weight on its preferred local service arrangements. Neither example establishes a universally better route: the comparison needs a written service proposal and a clear account structure.
Funding and Currency Arrangements Need Separate Attention
Admission does not settle the currency question. Before the first purchase, decide how the portfolio will obtain renminbi, who will execute any conversion and how cash will reach the settlement account.
Under the enhanced Northbound currency conversion arrangement, conversion and foreign exchange hedging must relate to genuine and reasonable Bond Connect investment needs. The HKMA’s currency conversion and hedging FAQ also addresses custodians acting for investors and the treatment of prefunding. Do not treat the arrangement as unrestricted access to onshore currency trading.
Ask the custodian for a written cash workflow covering purchases, coupons, maturities and sale proceeds. It should identify instruction deadlines, the responsible parties and the handling of surplus cash. Test what happens if a bond order changes after a currency conversion has already been arranged.
Currency exposure is also a portfolio decision, separate from settlement convenience. The distinction between the two renminbi markets is covered in CNY versus CNH: onshore and offshore renminbi.
Costs and Checks Before Committing Assets
Request an itemized estimate rather than asking for a single “Bond Connect fee.” Your proposed operating model should account for custody, platform access, settlement services, dealing spreads, currency conversion and any hedging arrangements. Ask which charges are fixed, which depend on assets held, and which arise per transaction.
Compare providers using the same hypothetical portfolio and trading schedule. A quote for a largely static government bond allocation is not directly comparable with one for an actively traded credit portfolio.
Keep access costs separate from investment risk. Registration answers whether the investor may participate; it does not establish that a bond is attractively priced or that its issuer will repay. The parent guide to Chinese government bonds versus corporate bonds addresses those issuer and portfolio distinctions.
Before authorizing trading, obtain clear answers on five points: the approved investing account, active trading permissions, enabled dealers, the funding process and the settlement escalation contact. Keep the evidence together rather than scattered across several email chains.
Check Operational Changes Before Launch
Access arrangements can change after an institution begins planning. On July 7, 2026, authorities announced further measures that included extending Northbound settlement time and expanding aspects of Southbound Bond Connect. The official July 2026 financial market connectivity announcement described the measures, but an announcement alone should not be used to infer every implementation date or custodian deadline.
Confirm the applicable arrangements with the parties handling your account before approving the operating procedure. Request written confirmation of current instruction deadlines, supported transactions and any remaining activation steps.
The access decision should finish with a working process, not just an eligibility answer. Establish who qualifies, register the correct entity and accounts, and verify how each proposed trade will be funded, executed, held and reported. That is the difference between permission to enter the market and readiness to invest in it.
